Ansel, That's a really broad brush you're using to paint a family's financial situation. I know there's a percentage of people who do enter into having children with blind eyes; however, there are just as many -- if not more of late-- where a parent(s) can be faced with hardships. Anywhere from losing their job, being injured or becoming ill can place a family into quick financial decline with very little resources that are afforded to others who're already in the welfare system simply because it takes time to get those benefits to kick in. Also, many middle income family's don't enter into the welfare programs since they're so very difficult to climb out from, for a myriad of reasons and the parent(s) are hopeful new employment is just around the corner. So don't be so quick to judge when you clearly have no knowledge aside from your cynicism as to the variety of hardships there are that many people are facing.

Life happens buddy. Sometimes tragedy or accidents happen that effect the parents income. It's not always just trash raising kids.
