the bird isnt freezing. it's shaking method to warm up the animal. they wouldve fine without human intervention.
and those solar panels are only a temp solution. they will wear in 10 years especially with vapor underneath. evaporation is a natural way of cleansing water. too bad india is poor at science and climate.

They seem to know quite a bit about what they are doing, at least if you read some of the research (e.g. in International Journal of Water Resources Development): Pump clogging algae growth is dramatically reduced. Cooler panels are slightly more efficient. Panels galvanized with zinc address corrosion. And since Gujarat has water scarcity issues, reducing evaporation means more water for agriculture.
