The wipers don't freeze to the windshield so you don't have to clean ice/snow off the wiper blades. Also, it makes it easier to scrape the ice/snow off the entire windshield when it's been parked out in the weather. If you don't get it all off the windshield and wipers before driving, the windshield is impossible to keep clear.

It's so when you have to scrape the snow and ice from your windshield you don't bang into the wipers and they don't get frozen to the glass.
It does make it slightly easier, but it's usually something people only do when they see someone else has done it first.
