Those bike rails are flat or hollow. You'd have a hard time keeping your bike on this pipe.

Bigger chance some developer ordered a bar at the wrong height. Wrong decimal or something.

I can already guess how the phonecall from the construction company went.

#9 isn't fair to blame the installer. The storm drain is very solid and extends a few meters into the ground. The paving around the grate has sunk and this is not how it looked the first days it was installed.
