There are certain laws which probably change based on state/country about the safe transport of fuel. Probably are required to have a CDL with hazmat I'd guess. It could be that that rusty tank is not fit for the purpose. Most of these are pranks rather than people being a-holes. I don't even see what the problem is in #11
