Food was probably just barely past the "sale by" date. It is a bit sad that so much is being wasted, but the stores would probably have to spend money on giving it away and then be under both legal liability for doing so as well as creating competition to themselves.

My local Lidl sells leftover bread for 25-50% of the "fresh" price - I buy it whenever I want bread, because I will just freeze it anyway, eating few slices a day.
