#5 is this maybe just so the straps aren’t dragging? Seems more convenient than removing them.

Lucas, no. There's a ratchet spool that holds the wound-up strap when not in use. I believe it's due to a poorly written law requiring all loads to be strapped down, but not requiring a container for loose aggregate.
