You know, they're not children, despite how people like you think they should be labeled as such. Rather than name all things you think you see that will make people give you a thumbs up, how about...he has a winter coat, he looks well fed and oh, yeah, he's EATING! (no food!?) So there's no neglect here...there's just a dog outside in winter and someone fishing for affirmation online with her delicate little sensibilities. Grow up, crybaby. He's a lot hardier than you, I can promise you that.

Josephine, I don’t know why someone would “chain” their dogs in the back yard like that. I have a Labrador and a cat. She’s on a leash when I walk her. My car stays indoors.
