#6 that is dangerous and it thought during the driving lessons in Europe to not to do that. Still every year few people dies because of it. Even cops. The cop should slow down the traffic and than close that line or follow the car to the next stop. But that's also not stopping cops to kill themselves with hard shoulder accidents.
