It's a little kid in the photo. They are therefore in a school zone, no question about it. Probably with speed humps too. They are clearly showing a near-certain death trap in this photo. I hope everyone was okay.

just a comment from Germany: On the country roads is the speed limit 100 km/h.
But if you have GPS, you realise, that you drive exactly 100 km/h, when the speedometer shows 110 km/h.
Well, on 4 lane country roads with a fence in the middle and on the Autobahn, ther is no speed limit. Except for accident hot spots and construction (there's a lot)
But if you have "accidently" bought a Bugatti Veriron, go ahed with the top speed.

By converting it to old fashioned measurements you are just keeping Americans in the dumb class, let them come into the 21st century.
My speedometer (correct use of the word meter) shows 106km/h when GPS shows 100km/h - Swedish car, being driven in the Antipodes (look it up, Americans).
While I'm here, the metric measure metre is not spelt meter.
A metre is 1000 millimetres, a meter measures things, as in speedometer or electric meter. Stop writing meter for distance, ffs.
