The amount of people who think that it's okay to wreck someone's mental health like this is really concerning. She might have been an a-hole, probably still is, but with this kind of revenge good on her for getting rid of that psycho!
I'm inclined to agree with you, cause it sounds like the other guy paid a higher price than the ex-gf did. You'll get down votes, I'm sure, from those who never struggled with such issues and who narcissism is second nature, but one day karma will teach them a lesson, too.
An EM sweep would locate all of these types of devices (and any wiring that is generating anomalous fields due to short circuit, etc.)
House inspectors know about these things, and 'bugs' (transmitters/receivers) which would have been a prudent course of action for a rational home owner.

Placing a hidden electronic device in a superior officer's private office is a serious offense and would be subject to severe discipline in the US military. Just think if the guy bought it on AliExpress, wherein Chinese intelligence piggybacked an actual listening device into the prank device...
Somehow I doubt that. How would anyone know where the prank device would end up? And obviously it's completely unworkable to place listening devices in all of them and randomly listen to them all hoping it would be fruitful.
