Hepsibah, Horse riding is not unique to the UK. Someone considering people on horses who may want to cross is what's unique to the UK. The signal *could* appear in many American cities, but it doesn't.
I think the point of the pic was to show that an additional button, to trigger the crossing signal, was positioned higher on the pole for people on horseback.
