2, the main reason to do that is the same reason masons cover their sand piles when working on fireplaces.
To avoid that cat pee smell every time you have a fire, or on your child.

Most plastic in the ocean comes from a few rivers.... some how... most people living far away from those rivers where people throw all their trash.... can prevent plastic from going into the ocean....
This does not make sense to any sensible person.
