well yeah it's fine to leave it back the way it was for the tenant. but the landlord shouldn't be compensating for general upkeep of their living quarters. it's not yours. thats like painting and decorating a work office as an employee and expect more compensation for unjustified reasons
If it was returned to the condition it was first rented in what is the problem. Landlords have no right to movable tenant improvements. I'm not leaving my hot tub just because the owner thinks he can sell out from under me.
