Evangeline, You might be thinking of ANFO type explosives which can be very static sensitive. C4 is very stable and static electricity doesn't set it off.

#8 C4 will explode if it is struck while it is burning. In Vietnam we sometimes used it to cook our C rations. One of our soldiers tried to stomp out a small piece of burning c4 after cooking and he lost his foot when it exploded.
