Actually it's a circuit tester/test light. It won't tell you the voltage like a voltage meter, just whether or not there's an electrical current.

If this is true it's one of the most depressing pictures I've seen this year.
Couldn't they just skip a step and introduce gladiator fights? At least then they could die with some honor in front of a crowd instead of being humiliated like this.
