A: "It’s a rubber cover for an electrical terminal strip, usually used in industrial or transportation settings. The little holes fit pins on the strip and friction holds it in place."
It's a toy missile. I had a million of these in the 80s when I was all about Transformers. The color also makes me think it's part of a toy. You would insert it into a launcher, a spring would get stretched out as you as you loaded the missile, and once it's fully inserted that hook on the end would catch onto something securing it in place. You would press a button somewhere on the toy releasing the catch, and the tension in the spring would send it flying.
