Why not? You use your car's 12 volt system to charge your Phone or Laptop or any thing with a usb. This picture simply removes all the in between stuff.

#4 You need the stuff in between to convert the 12 Volt DC to 120 AC. Then convert it to the proper AC voltage for the computer.

... that most computers operate at 19.5V is besides the point. There's third wire which reports back to MOBO power source capability to provide current (and identify OEM equipment).
