Biology/Chemistry building on Östersund campus of MidSweden Uni had a similar one back in 2005. They are not exactly common, but so is a custom cutout on a traffic light.

Saving water on flushes would be main reason in Sweden. Majority of toilets in public areas have normal looking bowls but two flush modes, one heavy and one light, that does effectively same thing without the extra design complexity.
