ehm, to be always in the shadow it would need face north, which i doubt its happening. also, you dont need direct sunlight to produce solar energy... but then it will have lower efficiency.

however i dont like the gif...from the visual and scenic standpoint. but maybe its the only way how to produce electricity for a village somwhere down in the valley...

Agreed on the water consumption point but think of the energy consumption required to make steam, not to mention the complexity of the system, and the danger of the heat that steam has. Hot water will also cause mold/mildew.

The water can used form rain or recirculation (like a fountain) because it was no attended to use for drink anyway.
Think about how often this will be used? And how long and what it saves with that amount of water?

Boiling so much steam within seconds would require a nuclear fission. Storing boiled water would waste lot more than the water itself. Using dry ice is also expensive, but less expensive than steam, and less dangerous.
Now look, that is a tunnel. In the tunnel there are ventilation and regular draugth. And the cars go fast and those generate constant and strong enough air turbulent. So if you use something light like steam or wapor or dry ice, than it will be blown away quickly.
