Silly laws like that usually are the result of a specific incident that went to court wherein a ruling was made to outlaw the practice in order to prevent said incident from occurring again.

So Enzo told him to mind his business and stick to making tractors (which was the business). So Ferrucio decided FU Enzo, and within a few years started making sports cars as well...Lambo tractors are still top of the line btw...
