Would the homeless people then make payments on the mortgage? How? Or would the previous owner be required to continue to make the mortgage payments? Would the homeless people take care of these homes, or would they trash them and quickly render them unlivable? This sounds like one of those simplistic solutions that doesn't even begin to consider the details of the problem or how the solution would work.
