I don't think, any "normal" flight that starts from an airport would be accepted to land like that in Europe. Any airline trying to fly like that would be grounded in any European state.
IMHO it's technically impossible that this duct tape stays on during the flight: Normal jets reach something like 950 km/h. The temperatures in 10km height is wide under 0° C, so the tape is not longer elastic. The aerodynamic lift and the expanding air bubbles (due to low pressure) peel that tape away
