Deborah, the rest of the world use blue/purple lights wherever that is a concern/problem. Makes it hard for them to find the veins, so they'll go elsewhere. Around here I see it in short tunnels and on ferries, which are places the junkies might try to find shelter and shoot up. Never saw a junkie in any of thoce places, so either there are none (not likely) or the lights work really well.

It's a thing, as far as I know, only in America. I think it was meant to discourage junkies from using heroin in public bathrooms.
