#10 I highly doubt that plastic slot would be sufficient for a cargo/pet net. It is more likely for hanging your suit/jacket when traveling so you can attend whatever meeting/event you are bound for without wrinkling your jacket.
When there are handles above the door you can use that for the same purpose, and they often have a small hook for hanging just a jacket by the loop. That is what that little nub sticking up in the picture is for.
The plastic is just the cladding in the front. The poles for the cargo divider/pet mesh mount onto metal fixings behind the plastic molding that is welded onto the car frame. I had the same in a previos Peugeot.
