Yes, the map includes the byzantine empire. It existed for nearly 1000 years after the fall of the western roman empire.
I, personally, wouldn't count this as 'the Roman empire', but it's not completely wrong.

County, a division within a state. For example I live in Green County, Missouri. Within a county you'll have townships and cities. Each with thier own local taxes and variations on laws and statutes. During COVID there where even different curfew and mask laws depending on the city or county. At one point I had to have a written statement from my employer to cross from my county to the county I work in.
