"Neighbor Tried To Scare Us Out Of Parking In Our Assigned Spot"
"We recently moved to a new apartment complex, and have out-of-state plates. Another person had been parking in the assigned covered spot we were given. We checked with the office and they said it was the spot for our apartment and the person had probably been parking there since it had been empty for a bit. They said we didn’t have to worry about being towed. I figured it was a person who was the second car in their apartment. My suspicion seems to be confirmed as three weeks later this person hasn’t parked in any other covered spot."
I dealt with something similar except I didn't live in a private community, complaining to the town didn't help since "technically he wasn't breaking the law". Apparently it's perfectly ok to be running an RV rental business out of a rented home (that was sold as a low income property) and have the RVs being returned at 11pm regularly. We finally caught him cleaning out the RV sewage tank into the street and called the cops and that finally made the town deal with the situation...

Actually the smooth side should face outward, otherwise someone could use the horizontal rails as a ladder to easily climb into your yard.
