If you want to film yourself riding an electric board then that is your right, as you are hurting no one. To kick someone doing that, knowing that they will fall and be injured, is criminal. Would you want that to happen to a friend or member of your family? I wouldn't.

There's a purpose to regulating road use, and licensing motor vehicles. Your claim of freedom does not supersede them, and you also don't have the freedom of speech to yell "fire!" in a crowded theater.
