My country has strong pro tenant laws. This wouldn't be legal. So maybe it's just the sh#tty law in your country

Alaska is one of the freest tenants law states, and even we DONT ALLOW these kinds of changes without homeowners approval FIRST. He can automatically charge them for repairs, no questions asked, and if damages are more than $500, automatically win any lawsuit.
