#11 They are assuming the cat belonged to the moved neighbor, there is no evidence of that so they might be stealing someone's cat.

Just remember, cats are very social, and just because they hang out does NOT mean you should feed them. My cat was on a special diet but put on a bunch of weight because my neighbor would leave food outside her apartment (which was a building violation). He was actually quite sick for a long while until I caught her.
