#14 probably on a private road? Where I live it is illegal to make your own traffic signs exactly like the official ones, as only the police is allowed to determine where those are set up. But, you can make them in black and white, or on a certain scale smaller than the real ones. No one will be fined for not following the unofficial signs; they are merely "suggestions". Often seen on industrial sites, private residence areas, etc.

Also official looking stop signs in parking lots and other places are not enforced. You can tell by looking on the back side. There will be a sticker making it an offically placed sign. Signs in parking lots don't have this sticker so not enforced.
