Basically, people took the worst case scenario and put that out their even though the mean shows a minimal amount.
For: Tidal water levels change consistently. This means that when the photo was taken is important because if it was taken at low tide versus high tide could be drastically different. Also, most plants which can grow in salt water could survive with their roots several feet below the water line. Thus the plants you see could be based several inches (or feet) beneath the water line and still survive. In fact some plants can have their roots many yards below the water line. (I used imperial as I assumed you were American).
