This will not charge the battery, just provides the induction current to the engine so that little or no charge from the battery is consumed while driving on that part of the road.
Measured magnetic field strength is "not hazardous" to health, according to the manufacturer.
Snow on the road would at worst lift the car few inches above the road, so maybe charging output would drop during winter, not sure if anything changes at all.
