No, water mismanagement can be blamed on greedy California corporate farmers who believe that their desires outweigh the needs of everyone else. I've seen enough agricultural water waste over the past 40 years in the San Joaquin Valley to make me realize that there is absolutely nothing you could say that would change my mind about that. But back to that rampant Greening Disease in Florida....
