Evelyn, Let me know how good your chainsaw works after finding a pipe in a tree... Yes it can be cut down but it will take a lot of extra work and possibly metal cutting tools (not something that most tree crews have in their truck)
Lucretia, I’d cut the fence as close as possible to the tree then take a chainsaw and cut a long v-groove around the pole - assuming you could still see part of the pole as a guide for where to cut.
