Christopher has also remarked that some notes suggest he may have even been an avatar of Eru himself but either way, he has no interest in the peoples of middle Earth or their affairs. He appears to only care for Middle Earth itself and the wonderments of it's existence. And Goldberry. Definitely Goldberry.
Side note- I despise the movie's depiction of Radagast. Bird sh*t dripping down his face? WTF??

Bombadil is not Maiar, he is not even Valar, he is basically the Spirit of Middle Earth and prefers to sit back and watch how things progress.
