Infamous 17th century Scottish Pirate, William Kidd is probably what influenced the name of this vessel and the allowance to fly the Jolly Roger. But, It's an American ship, which makes it a little confusing. And, he was hanged for his crimes, so where's the honor in this to being with?

"The Navy then commissioned the current USS Kidd, a Flight IIA Arleigh Burke class destroyer, in 2007. As the latest ship to be named after Rear Admiral Kidd, it now has the official sanction to fly the Jolly Roger."

Simeon, I’m going to go out on a limb and say - authorized by the US Navy - to fly the flag on a US Navy vessel. Don’t think they care what you do in your country.
