Not necessarily. Only about 30% of countries and territories around the world drive on the left side of the road, most of them are former British colonies. That means that about 70% (160+) of countries and territories drive on the right side of the road.

This information is easy to find online, with maps included.

Could be a tourist from any one of the many, many countries that drive on the correct side of the road. It could also be another drunken, pub crawling U.K. resident.

Muriel, it could be, but that clip looks like Scotland, where a very high proportion of the tourists are American.
No idea where you're from, but here in the UK drink-driving is uncommon.

Percival, Driving on the left is the original convention - it allows a right-handed person on horseback to defend against an oncoming attacker. Other than that, there's no inherent advantage to driving on the left or right - unlike metric vs imperial, where a base-10 system is much easier to deal with than one where the units scale up in very arbitrary multiples (12 inches in a foot, 16 ounces in a pound, 14 pounds in a stone...)
Driving on the right happened because there was a Papal decree across Europe to keep left, and the French started keeping right as an act of defiance against that decree. Americans copied the French as an act of defiance in the war of independance. Napoleonic invasions across Europe spread the convention of keeping right; in mainland Europe the countries that had never been invaded by Napoleon (and later, Hitler) continued to keep left until the 20th Century.
