I Hungary breakchecking is illegal, it is a crime punished by jail time. Though recoding road traffic even if it is your insurance only, it is also illegal and is not proving anything. Running on someone is also illegal, but it is only a infringement punished by fee and maybe few days withrow of the license.
If you are the one who calls the police and if you have witnesses, or you have a friend in the leading political party, you can get away with anything in Hungary.
Break-chekcking is still an rude thing to do and it might cause other injuries you are not counting on... Don't be rude. Have a spine!
