Claire, nope. The reference is to the "stops" on a pipe organ.

#7 i worked at UPS from 1980 to 1983 and they had a strict dress and appearance code, your hair couldn't touch your collar, your mustache couldn't go below your upper lip, one of the drivers was a "Hell's Angle" and his tattoos never showed, your uniform had to be clean without wrinkles.....i saw a driver today who looked like a homeless person, long greasy hair, full bead, clothes looked like they'd never been washed and he was covered in tats

also duh, the working conditions of UPS and FedEx are terrible. They can't find enough help, so they contracted with felons. It's why they don't care about delivering properly.
