#2 The side walk was put in much later, you can tell because it overlaps on top of the bottom rocks a little.

Virdie, from the picture in the post here I personally think it looks like the flowerbed is slightly on top of the sidewalk. On Google Street View however it does indeed look like the sidewalk came later. Search the address "2555 Chain Bridge Rd" on google maps.
