Theodosia, the blade that they used to cut the asphalt would have struggled to get through the steel lid so it’s doubtful they “discovered” it - it would have created a shower of sparks when it was being cut. Those steel lids are thick and strong to support road traffic so it would have taken awhile to cut through it.

Mick, don't underestimate diamond cut power tools, like Stihl. Easily cut metals. And these hatches aren't steel. Composite or cast iron. Cutting by diamond tools flawlessly
