Expiry date, date of birth and issue date were 11, 12, 13. Someone in the prop-department was one step removed from setting dates to 1 2 and 3. Also 71, 91 and 2001 for years...
So the dude got his passport issued day before his 20th birthday, just like you do, because who needs a passport for years before they are 20... and the expiration date is 10 years later, so random dates that vaguely fit a, then, 33 year-old actor just happen to coincide with a historic event.
Also "Capital City"? No wonder Neo was obsessed with finding Morpheus, if capital of your nation does not even have a name you Might be suspicious too =D
