What's to stop someone from just smashing out the windshield then driving off and getting the windshield replaced? Depending on how believing their insurance company is it might not even cost them anything... (and yes I know that would technically be insurance fraud but plenty of people wouldn't care about that) Might be a good way for the city to save money by not having to pay people to go around and unlock boots but otherwise not really a better solution
