New Noble Degree College in Hyderabad, India. They even have the same side of the building with staircase featured prominently on their website. One can just assume they see nothing wrong with it otherwise they would have at very least welded on a token railing and updated the pictures.

That whole top plate or bottom plate just needs to be flipped over to the other side facing down and everything will be correct.

They used two Plate No. 1s, and no Plate No. 2 when putting it together. They need to swap one out for the second plate, and then everything should line-up correctly.
