#15 yeah, Einstein, this is how Roman numerals are used on virtually all clocks that have Roman numerals. In that position, IV could be confused with VI so for clarity IIII is used. It's been that way for many centuries.

This may be true, but... I do not remember seeing clocks with Arabic numerals (4-8) written upside-down. All digits are vertical.
