The paint is not a mirror. Imagine white paint (I'm sure you can do that). That white paint is reflecting maybe 85% of the sunlight. Now, the new paint reflects 13% more (98% in total), so it's just a bit brighter in the sunlight for the neighbor. Such a variation is vastly inferior to the differences in brightness when a cloud comes in front of the sun. So you won't even notice it (maybe in direct contrast, but maybe not even then).
So be at peace. Yes, you can reduce the need for air conditioning.
