#2 homework in elementary is not good for learning the syllabus. It is meant to learn good habits so you can do homework at higher levels when you *have to* study on your own to be able to learn the syllabus. If you don't learn to set off time to study alone as a child you'll have a hard time doing it when you get older as well.
