#8 The man is about 10ft from the nearest turtle, and the woman took her sandals off and placed them near the sign to walk in the surf a good distance around them. Thus, both obeyed the sign. Maybe refrain from clutching your pearls until there's an actual infraction, and even then...mind your own business. The turtles don't care.

"Decided to visit a local beach where I live, and when I looked behind me I saw this. They were hanging out for over an hour right next to one of the numerous signs asking to stay off of the dunes. It’s not that hard."
