It's an unofficial stop sign put up by the property owner or neighborhood. If it was put up by the city or a government in the US it would be red.

Because there are lids that will fit that particular size cup that are different than what passengera get. Passenger cups are smaller and they don't provide lids for them.

#9 this is not a screw. Its a pole mount that gets pushed into the ground. No screw head on it.
